Science and Technology Policy Asian Network (STEPAN) was established in 1988 in response to urgent needs for the development of science and technology among developing countries in Asia. Major agenda was to strengthen S&T policy formulation and to promote strategic management of public funded researches in its 18 member countries.
To achieve its goal, STEPAN has conducted various activities such as workshops and cooperative projects among the members, under the auspices of United Nations Educational, Scientific, and Cultural Organization (UNESCO).
And, as a network of researchers and institutions in Asia-Pacific region, it plays an active role to provide research and training support for national S&T policy and management programs.

Current Regional Chairman is The Philippines, and the Secretarial Support provided by UNESCO Jakarta.
